Lucas Rand is a devoted husband, father, decorated military veteran, and hospital administrator whose life is defined by an unwavering commitment to service. Born and raised in Whiting, New Jersey, in a family steeped in military tradition—his grandfather a Marine in WWII, father a Navy veteran of Vietnam, sister an Army Gulf War veteran, and stepbrother a Coast Guard veteran—Lucas carries forward a legacy of duty. Married to Sarah Ann for 11 years, whom he met during his military service, Lucas is the proud father of two daughters. As a practicing Catholic, he remains deeply rooted in faith, family, and community.
Lucas excelled in academics and athletics at public schools in Manchester, New Jersey, competing in tennis, football, and soccer. He attended East Carolina University where he co-founded the Chi Phi fraternity, before enlisting in the Army in 2003. While serving, he earned an undergraduate degree through Excelsior College and later an MBA from the University of North Carolina in 2022, showcasing his dedication to lifelong learning.
His distinguished 20-year military career began with basic training at Fort Jackson, South Carolina, and advanced air traffic control training at Fort Rucker, Alabama. Promoted to Sergeant in Korea, Lucas was selected for Officer Candidate School at Fort Benning, Georgia, and commissioned as a Logistics Officer in 2005. At Fort Bragg with the 82nd Airborne Division, he earned Jumpmaster wings and led as a Platoon Leader and Company Commander. Deploying to Afghanistan twice for a total of 27 months, he earned the Combat Action Badge, two Bronze Stars, three Meritorious Service Medals, and two Army Commendation Medals. His career included pivotal roles such as Training with Industry at Labatt Food Service, leadership at the Joint Culinary Center of Excellence at Fort Lee, and attendance at the Command and General Staff College at Fort Leavenworth. As Battalion Executive Officer and Brigade S4 with the 3rd BCT, Rakkasans, at Fort Campbell, he managed sustainment for over 4,000 soldiers. At the Pentagon, Lucas served on the Army’s Talent Management Task Force, driving reforms to the officer promotion system based on merit and milestones. Although Lucas was selected for Battalion Command, he made the difficult decision to retire in 2023 leaving a legacy of leadership and impact.
Transitioning to civilian life, Lucas channeled his passion for service into healthcare, completing an internship at Reston Hospital Center and now serving as a hospital administrator. A member of the American College of Healthcare Executives (ACHE), he brings the same discipline and results-oriented mindset to improving lives through healthcare.
As a voting member of the Fairfax County Republican Party, Lucas Rand is running for Congress to restore servant leadership to government. Driven by a belief that political infighting, posturing, and games are not service, he is committed to putting Virginians first, delivering real results, and setting aside partisan distractions. His campaign is rooted in a proven record of getting things done—whether leading soldiers in combat, reforming military policy, cutting exorbitant taxes, stopping government waste, or improving healthcare systems.
In his free time, Lucas enjoys reading, the outdoors, playing golf, and assist in coaching his daughters’ youth sports teams. With a life built on service, integrity, and community, Lucas Rand is ready to lead Virginia with purpose and dedication.
